The government has today announced major changes to the Highway Code, specifically relating to how drivers use smart motorways. These updates include 33 rule changes and the introduction of two brand-new rules, reflecting growing concerns about safety and driver understanding of these variable-speed, lane-managed roads.

The updated guidance covers several key areas such as red X lane closures, emergency refuge areas, stopped vehicle protocols, and variable speed limits. The goal is to improve safety awareness and ensure that all drivers—including commercial vehicle operators—fully understand how to respond when driving on smart motorways.

As these changes represent a material update, The Driver Handbook has taken immediate steps to ensure users remain compliant and well-informed.

Every page in the Highway Code section of The Driver Handbook app is linked directly to the latest content on the .Gov website. This means that any updates made by the Department for Transport—including today’s—are automatically reflected in real time within the app.
